When starting out, you might not have a lot of capital to get your business off the ground. Once you've listed the things you need to kickoff, think about how you can "pay" for it without using money.
If you don't have the money for a website or to get your initial stock, think about how you can add value to the other party, which would effectively pay for what you need. Don't give up because you don't have cash in the bank... There are other ways.
I remember when I started my first official company, we really wanted a website but there were more important things to spend our money on at the time. We then made a deal with the website development company where we would do some printing for them (free of charge) and they would build our website. It was a great deal for everyone involved, without spending any money.
